We found no official definition of "organic alcohol" in food. It usually means ethyl alcohol (ethanol), such as the at least 35 percent by volume that FDA requires in vanilla extract. Sugar alcohols like xylitol are different: FDA says they do not contain the alcohol found in alcoholic drinks.

FDA’s standard for vanilla extract (21 CFR 169.175) defines it as the solution in aqueous ethyl alcohol of the sapid and odorous principles extractable from vanilla beans, and says the ethyl alcohol content must be not less than 35 percent by volume. Alcohol in a flavoring is the same ethanol found in drinks.
We did not find an official figure for how much remains after cooking or baking, so we give none.
Sugar alcohols are different
FDA says sugar alcohols are carbohydrates that chemically have characteristics of both sugars and alcohols, but they do not contain the type of alcohol found in alcoholic beverages. Examples on FDA’s list are erythritol, isomalt, lactitol, maltitol, mannitol, sorbitol and xylitol. Foods with sorbitol or mannitol must warn that excess consumption may have a laxative effect.
